(d) The Division of Fiscal Research shall make
continuing studies of the operation, administration,
personnel, and physical plants of all departments, boards,
bureaus, commissions, institutions, and other agencies of
the State government, and shall submit reports following
these studies, SUBJECT TO § 51 OF THIS ARTICLE, as directed
by the General Assembly, the Legislative Policy Committee,
or the Joint Committee on Budget and Audit.

[The] SUBJECT TO § 51 OF THIS ARTICLE, THE Committee
shall report annually to the General Assembly, on or before
the first day of each regular session, any recommendations
the Committee may have with respect to the office of the
State Treasurer.

report on its activities and, based on its investigations
and studies, such other special reports with recommendations

the Secretary of Public Safety and Correctional Services and
the governing body of each county and municipality which has
a correctional facility with a copy of its report.
