SECTION 3. AND BE IT FURTHER ENACTED, That, should
House Bill 689 or Senate Bill 472 of the Acts of 1982 fail
of enactment, Article 40, Section 51(d) of the Annotated
Code is repealed and reenacted, without amendments, to read
as follows:
Article 40 - General Assembly
51.
(d) Each State agency or official shall provide to the
Department of Legislative Reference a list of all reports
and publications issued by them which are either required by
law or intended by them for distribution to the General
Assembly. The Department shall compile and maintain a list
of all these reports and publications and shall periodically
forward these lists to the members of the General Assembly
for the purpose of furnishing them a reference source from
which they may request reports and publications from the
Department of Legislative Reference. In addition, the
Department shall preserve, catalogue, and index all reports
and publications filed with or submitted to the Department
by the various State agencies and officials in compliance
with either the requirement of § 53 of this article or the
requirements of numerous sections elsewhere in the Code; and
may select, preserve, catalogue, and index other reports and
publications it deems necessary.
SECTION 4. AND BE IT FURTHER ENACTED, That section(s)
of the Annotated Code of Maryland read(s) as follows:
Article 40 - General Assembly

(f) Any State agency or official required to submit
[an annual or periodic] ANY report to the General Assembly
shall comply with this reporting requirement by submitting
five copies of each report to the State Department of
Legislative Reference. Additional copies NO COPY [shall] MAY
NOT be distributed to [members] A MEMBER of the General
Assembly, EXCEPT in accordance with the procedure set forth
in this section, UNLESS:
(1) THE SPEAKER OF THE HOUSE AND PRESIDENT OF
THE SENATE HAVE FURNISHED THE AGENCY OR OFFICIAL WITH PRIOR
WRITTEN APPROVAL TO DISTRIBUTE THE REPORT TO EACH MEMBER; OR
(2) THE MEMBER REQUESTS A COPY.
(C) SUBJECT TO THE PROVISIONS OF THIS SUBSECTION, THE
DEPARTMENT OF LEGISLATIVE REFERENCE SHALL ACCEPT COPIES OF
REPORTS AND PUBLICATIONS FROM PRIVATE CITIZENS AND PRIVATE
