SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1982.

AN ACT concerning

Education - Learning Resource Centers Center

FOR the purpose of providing for the establishment of
learning resource centers in the State placing a
certain learning resource center under the jurisdiction
of the Education Coordinating Committee; specifying
that a certain learning resource center shall be
located at the Lida Lee Tall School located on the
campus of Towson State University; specifying certain
powers and duties of the Education Coordinating
Committee; providing for funding of and spending of
certain moneys of learning resource centers; providing
for the leasing of the Lida Lee Tall School Learning
Resource Center; setting forth legislative intent;
relating generally to learning resource centers a
certain learning resource center; and providing for the
admission to membership or continuance of membership in
certain retirement and pension systems for certain
employees.

Preamble

WHEREAS, the Lida Lee Tall School has educated students
since 1866 and was established as a model elementary school
in 1933; and
