(3) (4) The State of Maryland shall establish the Fort
Washington Marina as a commercial marina and meeting center
for the primary use of the boating public and organized user
groups.

(4) (5) Ownership of the marina property shall be
assumed at no or minimum cost to the State of Maryland.

(5) (6) The marina development planning and
operational use shall include input from local boating
interests and affected citizens.

(6) (7) The State Department of Natural Resources
shall be responsible for the planning, design, and
implementation of the complete restoration of the marina to
full operating capacity and for the dredging of the entrance
channel and marina docking areas.

(7) The State of Maryland shall secure from the
National Park Service of a formal agreement on a dredging
permit and on the location of a dredge spoil site located on
National Park Service land adjacent to the south shore of
Piscataway Creek, or that, failing this, the State shall

fully investigate and document alternative spoil site

locations.

(8) The Department of Natural Resources shall initiate
requisite planning activities with the Prince George's
County government and county planning organizations to
include all required county services.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1982.

programs that are included in the Washington Suburban

subject to approval by the county that is not served by
