SECTION 2. AND BE IT FURTHER ENACTED, That section(s)
of the Annotated Code of Maryland read(s) as follows:

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
read(s) as follows:

Article 33 - Election Code

1.1

(a) As used in this article the following terms shall
have the meanings indicated unless a contrary meaning is

clearly intended from the context in which the term appears.

(1) "AFFIDAVIT" MEANS AN OATH THAT THE MATTERS
AND FACTS SET FORTH IN THE PAPER WRITING TO WHICH IT
PERTAINS ARE TRUE TO THE BEST OF THE AFFIANT'S KNOWLEDGE,
INFORMATION, AND BELIEF.

No petition for the election of a charter board, under
the provisions of Article XIA of the Constitution of
Maryland, title "Local Legislation," shall be accepted or
filed by any board, unless all of the signatures attached to
any such petition shall have been written thereon by the
signers within six months of the date when such petition is
presented to the board. In signing any such petition [in
accordance with the manner prescribed in § 7 of said Article
XIA of the Constitution,] every signer thereto shall place
to the right of his or her name as and when signed, the date
of such signature in his or her own handwriting. No action
therein shall be taken by any board unless all petitions are
filed within six months of the date of the first affidavit.

THE STATE ADMINISTRATIVE BOARD OF ELECTION LAWS SHALL
PRESCRIBE THE FORM FOR PETITION FILED UNDER ARTICLE XI A OF
THE STATE CONSTITUTION. THE SIGNATURES SHALL BE ON SEPARATE
PAPERS, BEING NO MORE THAN 8 1/2 INCHES IN WIDTH AND 14
INCHES IN LENGTH, AND BEARING 1 OR MORE SIGNATURES. EACH
PAPER SHALL CONTAIN A FULL TEXT, OR AN ACCURATE SUMMARY OF

THE PROPOSED CHARTER AMENDMENT PETITIONED. TO EVERY

PETITION (INCLUDING AN ASSOCIATED OR RELATED SET OF

PETITION) THERE SHALL BE APPENDED TO THE SIGNATURE OF EACH
SIGNER HIS RESIDENCE, AND IMMEDIATELY BELOW THE SIGNATURE OF
ANY SUCH SIGNER, THERE SHALL BE EITHER PRINTED OR TYPED THE
NAME OF SUCH SIGNER. THERE SHALL BE ATTACHED TO EVERY PAPER
AN AFFIDAVIT, SIGNED UNDER PENALTY OF PERJURY, TO THE EFFECT
THAT THE SIGNATURES ARE, TO THE BEST KNOWLEDGE AND BELIEF,
GENUINE AND BONA FIDE, AND THAT THE SIGNERS ARE REGISTERED
VOTERS OF THE COUNTY OR CITY AS SET FORTH IN THE PETITION,
