restricting and limiting the Corporation powers and use
of funds; providing for audits of the Corporation and
grantees of the Corporation; and providing for the
receipt by the Corporation of appropriated State funds
and other nonstate funds for the purposes of this Act;
providing that the any appropriation be in the State
operating budget that is submitted to the General
Assembly at a certain time, or in any supplement to
that budget; requiring every application for legal
assistance under this subtitle to be written and
accompanied by a certain affidavit; providing that it
is a misdemeanor to fraudulently obtain, attempt to
obtain, or aid another person in fraudulently obtaining
or attempting to obtain legal assistance to which he is
not entitled; providing for certain definitions and
penalties; and generally relating to the Maryland Legal
Services Corporation.

45A. SHORT TITLE.
THIS SUBTITLE MAY BE REFERRED TO AS THE "MARYLAND LEGAL
SERVICES CORPORATION ACT".
45B. DECLARATION OF LEGISLATIVE INTENT AND PURPOSE.
THE GENERAL ASSEMBLY OF MARYLAND FINDS AND DECLARES
THAT:
(A) THERE IS A NEED TO PROVIDE EQUAL ACCESS TO THE
SYSTEM OF JUSTICE FOR INDIVIDUALS WHO SEEK REDRESS OF
GRIEVANCES;
(B) REDUCTION OF FEDERAL FUNDS HAS DIMINISHED THE
LEGAL SERVICES PROVIDED BY THE EXISTING STATEWIDE LEGAL
SERVICES PROGRAMS: THE LEGAL AID BUREAU, INC.; THE MARYLAND
ADVOCACY UNIT FOR THE DEVELOPMENTALLY DISABLED, INC.; AND
THE MARYLAND VOLUNTEER LAWYERS SERVICE, INC.
