the lower court.

(f) The Department shall investigate every violation
of this section. If any person obstructs a stream by
failing to make or keep in repair any fish ladder on the
dam, the Department shall notice in writing on him requiring
that he make or keep in repair the necessary fish ladder.
The notice shall specify the the penalty for the failure to
act within its time limit. Any person who violates the
notice is guilty of a misdemeanor and upon conviction is
subject to a fine not exceeding $300, or imprisonment not
exceeding three years, or both, with costs imposed in the
discretion of the court. A separate offense exists on each
day the person violates the notice. If the fine is imposed
by the circuit court for any county [or the Criminal Court
of Baltimore, as the case may be], the fine when collected
shall be remitted to the Department.

(d) The Secretary shall mail a copy of the adopted
rules and regulations to the clerk of the circuit court of
every county [or the Court of Common Pleas for Baltimore
City if] affected by the rule or regulation. The county
clerk shall record and post in front of the county court
house every adopted rule or regulation.

(e) A person may apply for an angler's license to the
Clerk of the circuit court for any county [or the clerk of
the Court of Common Pleas of Baltimore City] or to any
person designated by the Department. The application shall
be on a form the Department prepares and supplies. The
applicant shall fill out, sign and submit the application to
the court clerk or person designated to issue an angler's
license. A person may apply by mail.

(a) A commercial crabber's or a sports crabber's
license may be obtained from the Department or the clerk of
the circuit court for the county in which the person resides
[or from the clerk of the Court of Common Pleas, if he
resides in Baltimore City].

(c) A crab packer's or shipper's license may be
obtained from the Department or the clerk of the circuit
court of the county where the person resides or does
business[, or from the clerk of the Court of Common Pleas if
