to the conduct from the circuit court [of Baltimore City or]
of any county in which the alleged violation is occurring,
or in which the violator has its principal place of
business, and (2) restitution or an order requiring
satisfactory completion of the home improvement contract.
The Commission is not required to file a bond when seeking
an injunction under this section against any person,
association, copartnership, or corporation not licensed
under this subtitle.

260.

(d) If any person fails to comply with a lawful order
or subpoena of the Commission or to appear and testify to
any matter concerning which he may be lawfully interrogated,
upon petition of the Commission setting forth the facts, it
shall be the duty of the circuit court of any county [or of
the Baltimore City court, as the case may be,] to compel
obedience to the requirements of such subpoena or order and
to compel the production of relevant documents and other
evidence. Any person failing, refusing or neglecting to
comply with such order of the court shall be punished as for
contempt of court.

The Board, if it concludes that any alleged continuing
violation will result in irreparable damage, or that any
collection agency as defined by this subtitle has continued
in business without obtaining a license, may apply for
relief by injunction in the circuit court of the county [or
in the Baltimore City court, as the case may be,] either
where the alleged violation is occurring or where the
violator has his principal place of business.

(g) Any person aggrieved by a final decision of the
Board in denying, suspending, revoking, or refusing to renew
his certificate of registration, or from any other final
action of the Board, may appeal to the [Baltimore City
Court, or to the] circuit court of the county in which he
resides or has his principal place of business. Appeals
shall be governed by the provisions of the Administrative
Procedure Act.

Article 62 - Marriages

(a) The following persons are authorized to solemnize
marriages in this State: Any minister of the Gospel or
official of a religious order or body authorized by the
rules and customs of said order or body to join persons in
marriage; and any clerk of the circuit court for any county
