(b) All subpoenas so issued shall be served by the
police department of the City of Baltimore or by the sheriff
of any of the counties. If any witness so subpoenaed shall
refuse or neglect to attend, or attending, refuse to
testify, the said official issuing the subpoena shall report
the fact to [the Superior Court of Baltimore City, or] the
circuit court for the county[, as the case may be,] and said
court is hereby authorized and directed to proceed by
attachment against said witness in all respects as if said
neglect, or refusal had been by a witness subpoenaed to
appear in said court in a case pending before it.
(c) If the Commission determines that any applicant is
not qualified to receive a license, a license may not be
granted to the applicant. If the Commission determines that
any license holder is guilty of a violation of any of the
provisions of this subtitle, his or its license may be
suspended or revoked or a penalty imposed pursuant to § 224
(a). The findings made by the Commission, acting within its
powers shall be subject to review by [the Superior Court of
Baltimore City or] the circuit court in any county. During
any stay of a suspension or revocation granted by a court,
the licensee may continue to perform the duties of a broker
or salesman upon filing a bond not to exceed $25,000 in the
discretion of the court. The bond shall be conditioned for
the use and benefit of the public who may sustain pecuniary
loss by reason of a violation of this subtitle by the
licensee.

(b) Any person aggrieved by the suspension may seek a
review thereof by the [Circuit Court of Baltimore City or]
CIRCUIT COURT of any county.
231A.
The Commission, if it concludes that any continuing
conduct alleged to be in violation of this subtitle will
result in irreparable harm to any citizen of this State, may
seek a permanent or temporary injunction with respect to the
conduct from the [Circuit Court of Baltimore City or]
CIRCUIT COURT of any county, in which the alleged violation
is occurring, or in which the violator has its principal
place of business. The Commission is not required to file a
bond when seeking an injunction under this section against
any person, association, copartnership, or corporation not
licensed under this subtitle.

The Commission, if it concludes that any continuing
