placed in use and the "housekeeping" records or the records
of internal management of the offices of clerks of court and
registers of wills may not be considered "records of a
court" for the purpose of this section and §§9 and 10 and
shall be subject to disposal as described above. However,
the books, accounts, and records pertaining to the financial
operations of any agency or department, officers, boards and
commissions of the State of Maryland, and of all the clerks
of courts, registers of wills, and all collectors of the
State taxes of the State of Maryland, including the City of
Baltimore, insofar as they affect the collection of State
taxes, may not be destroyed until such time- as the
requirements of Article 40, §§61A to 61E, inclusive,
relating to the audit of such books, accounts and records by
the State Auditor, shall have been complied with.

Article 56 - Licenses

1.

All licenses for selling goods and chattels shall be
granted by the clerks of the circuit courts for the counties
[and the clerk of the Court of Common Pleas in the City of
Baltimore], except where a different mode is especially
provided, but they are hereby expressly forbidden to date
any such license other than the first day of May in each and
every year, except when the trader engages in business in
any other month subsequent to May first, when such license
shall be issued from such month and a ratable sum on a
quarterly basis shall be charged therefor. All licenses
granted or issued by said clerks shall expire the first day
of May next thereafter, except licenses for fisheries and
horse racing.

1A.

All licenses issued under this subtitle by the clerks
of the courts for the counties [and the clerk of the Court
of Common Pleas in the City of Baltimore] shall be issued on
an annual basis, except where a different mode is provided.
However, when the licensee engages in business in any other
month subsequent to May 1st, then such license shall be
issued from such month and a ratable sum on a quarterly
basis shall be charged therefor. The minimum license fee in
any case shall be $2.50.

2.

Before any license for billiard or pool table, bowling
alley, chain store, coin-operated vending machine, garage,
music box, restaurant, or soda water fountain, or license
for the sale of cigarettes, or hawkers and peddlers, motion
picture and entertainment, construction firm or company, or
trader's license, shall be issued by the clerk of the
circuit court for any county [or by the clerk of the Court
