The clerk of the circuit court in any county[, and the
clerk of the Superior Court in Baltimore City,] shall
establish a separate book and record and index therein the
discharge papers of any person who, at any time, has served
in the armed forces of the United States, and who presents
such discharge papers for recording. The clerk shall not
make any charge for such recording and indexing.
Such record, or a certified copy thereof, shall be
admissible in evidence in any court in this State.
34.
The clerks of the [several] circuit courts for the
counties[, and of the Circuit Court of Baltimore City, and
of the Circuit Court No. 2 of Baltimore City] shall each
record in some permanent form all final decrees passed in
all proceedings for divorce. Each of said clerks shall be
entitled to charge and receive a fee of one dollar for each
and every decree therein recorded, to be part of the costs
in the case, and to be taxed and collected as other costs
are now taxed and collected. If any such clerk shall neglect
or refuse to make such record, he shall be deemed guilty of
a misdemeanor and shall forfeit the sum of one hundred
dollars for the use of the State; provided, that said clerks
shall not be required to record said decrees until the costs
thereof shall have been first paid.
70.
All civil commissions issued by the Governor and sent
by the Secretary of State to the clerks of the respective
circuit courts[, and the clerk of the Superior Court of
Baltimore City,] shall be by them respectively delivered
immediately to the persons to whom such commissions are
directed, and who may apply for the same.
72.
(a) Each clerk of the circuit court for the counties[,
and the Superior Court of Baltimore City,] shall, when
required to do so by any person, give a certificate, under
the seal of his office, of the qualification of any public
officer who has taken and subscribed the oaths of office
before him, or whose oath of office is recorded in his
office.
73.
The clerks of the [several] circuit courts [and of the
Superior Court of Baltimore City] shall not administer the
oath of office to any officer until he pays the tax on his
