(2)  BECAUSE OF THE DIRECT AND INDIRECT COSTS OF
DRUG ABUSE FOR COURTS, CORRECTIONS, MEDICAL CARE, AND
POLICE, A COMPREHENSIVE PROGRAM IS IMPERATIVE TO COMBAT THE
EFFECTS OF DRUG ABUSE THROUGH THE CORRELATED EFFORTS OF
FEDERAL, STATE, AND LOCAL GOVERNMENTS AND PRIVATE PERSONS;

(3)  A COMPREHENSIVE PROGRAM OF TREATMENT FOR
DRUG ABUSERS IS ESSENTIAL TO PROTECT AND PROMOTE THE HEALTH
AND WELFARE OF THE PEOPLE OF THIS STATE AND TO DISCOURAGE
THE VIOLATION OF THE LAWS THAT RELATE TO THE SALE,
POSSESSION, AND USE OF DRUGS;

(4) SINCE DRUG ABUSE ARE RESPONSIBLE FOR A
GREAT DEAL OF CRIME AND SINCE DRUG ADDICTION AFFECTS ALL OF
THIS STATE, THIS TREAT TO THE PEACE AND SAFETY OF THE
PEOPLE OF THIS STATE MUST BE MET;

(4)  IT IS NECESSARY TO MEET THE THREAT TO THE
PEACE AND SAFETY OF THE PEOPLE OF THIS STATE CAUSED BY THE
RAPIDLY SPREADING PROBLEMS OF DRUG ADDICTION, SUCH AS THE
COMMISSION OF CRIMES BY DRUG ADDICTS;

(5)  NOT ONLY CRIME, BUT UNEMPLOYMENT, POVERTY,
LOSS OF HUMAN DIGNITY, LOSS OF THE ABILITY TO FILL A
MEANINGFUL AND PRODUCTIVE ROLE IN THE COMMUNITY, AND DAMAGE
TO THE PHYSICAL AND MENTAL HEALTH OF THE DRUG ABUSER ARE
BYPRODUCTS OF THIS SPREADING DISEASE;

(6)  A COMPREHENSIVE PROGRAM OF TREATMENT,
REHABILITATION, AND AFTERCARE FOR DRUG ABUSERS CAN FILL THE
NEED OF A DRUG ABUSER:

(I)  FOR HELP TO AVOID BEING COMPELLED TO
RESORT TO CRIME TO SUPPORT THE HABIT; OR

(II)  IF THE DRUG ABUSER COMMITS A CRIME,
FOR HELP To BREAK THE PATTERN OF DRUG ABUSE; AND

(7)  EXPERIENCE HAS SHOWN THAT A DRUG ABUSER CAN
BE REHABILITATED AND RETURNED TO A USEFUL LIFE THROUGH
COMPREHENSIVE TREATMENT AND AFTERCARE.

(B) STATEMENT OF PURPOSE.

THE PURPOSE OF THIS TITLE IS TO PROVIDE A COMPREHENSIVE
PROGRAM THAT:

(1)  WILL PROVIDE FOR THE HUMAN RENEWAL OF DRUG
ABUSERS THROUGH REHABILITATION AND AFTERCARE; AND

(2)  IS DESIGNED:

(I) TO HELP EACH DRUG ABUSER, WHETHER OR
NOT THE DRUG ABUSER IS ACCUSED OR CONVICTED OF A CRIME;
