15.

(a) A Class C beer and light wine license shall be
issued by the clerk of the circuit court of the county in
which the place of business is located, [or by the clerk of
the Court of Common Pleas of Baltimore City, if the place of
business is located in said city,] and shall authorize the
holder thereof to keep for sale and sell beer and light
wines, at retail, to bona fide members and their guests, at
any club, at the place therein described, for consumption on
the premises only. The annual fee for such a license shall
be thirty-five dollars ($35.00) and shall be payable to said
clerk, before any such license is issued, for distribution
as hereinafter provided.

16.

(a) A Class D beer and light wine license shall be
issued by the clerk of the circuit court of the county in
which the place of business is located[, or by the clerk of
the Court of Common Pleas of Baltimore City, if the place of
business is located in the city]. The license authorizes
its holder to keep for sale and to sell beer and light wines
at retail, at the place described in the license, for
consumption on the premises or elsewhere. The license may
not be issued for any drugstore. The annual fee for the
license is $60, and shall be payable to the clerk, before
any license is issued, for distribution as provided in this
article.

18.

(a) A Class A beer, wine and liquor license shall be
issued by the clerk of the circuit court of the county in
which the place of business is located, [or by the clerk of
the Court of Common Pleas of Baltimore City, if the place of
business is located in that city,] and shall authorize the
holder to keep for sale and to sell all alcoholic beverages
at retail, in any quantity, at the place therein described,
and to deliver the same in a sealed package or container
which package or container may not be opened nor its
contents consumed on the premises where sold. The annual
fee for this license is $500, except as otherwise provided
in this section, and in all cases the fee shall be payable
to the clerk before any such license is issued, for
distribution as hereinafter provided.

19.

(a) A Class B beer, wine and liquor license shall be
issued by the clerk of the circuit court of the county in
which the place of business is located, [or by the clerk of
