(f) (3) Claim for Return of Confiscated Property. Any
lawful lien holder, or other person showing a legal right,
title or interest in confiscated property not destroyed as
provided in this section, may within thirty (30) days of
confiscation or, if the confiscated property is a vehicle,
vessel or aircraft, within thirty (30) days of publication
of notice, file a claim protesting such seizure with the
Comptroller. When such a claim and protest is filed the
circuit court for the county [or City of Baltimore] wherein
the property was confiscated shall proceed in rem to hear
and determine the question of forfeiture.
13.
(a) A Class A beer and light wine license shall be
issued by the clerk of the circuit court of the county in
which the place of business is located[, or by the clerk of
the Court of Common Pleas of Baltimore City, if the place of
business is located in the city]. The license shall
authorize the holder thereof to keep for sale, and to sell
beer and light wines at retail, in any quantity to any
consumers, at the place therein described, and to deliver
the same in a sealed package or container, which package or
container shall not be opened nor its contents consumed on
the premises where sold. The annual fee for the license
shall be $35 and shall be payable to the clerk, before any
license is issued, for distribution as hereinafter provided.

(a) A Class B beer and light wine license shall be
issued by the clerk of the circuit court of the county in
which the place of business is located, [or by the clerk of
the Court of Common Pleas of Baltimore City, if the place of
business is located in the city,] and shall authorize the
holder thereof to keep for sale and sell beer and light
wines at retail at any hotel or restaurant, at the place
therein described, for consumption on the premises or
elsewhere. The annual fee for the license shall be $60,
and shall be payable to the clerk, before any license is
issued, for distribution as herein provided.
14A.
(a) A Class H beer and light wine license shall be
issued by the clerk of the circuit court of the county in
which the place of business is located, [or by the clerk of
the Court of Common Pleas of Baltimore City, if the place of
business is located in that city,] and authorizes the holder
to keep for sale and sell beer and light wines at retail at
any hotel or restaurant, at the place therein described, for
consumption on the premises. The annual fee for the license
