(III) THE PLACE IS NOT THE ROOM OF A
REGISTERED GUEST IN A HOTEL, MOTEL, OR HOSPICE OR THE
PROPERTY OF A SOCIAL, CIVIC, NONPROFIT, CHARITABLE, OR
PUBLIC SERVICE ORGANIZATION.
(2) THE SHERIFF LIQUOR CONTROL BOARD OF HARFORD
COUNTY SHALL DESIGNATE THE EXEMPTED PLACES ON A CASE-BY-CASE
BASIS.
(3) THE LIQUOR CONTROL BOARD OF HARFORD COUNTY
SHALL ADOPT UNIFORM RULES FOR THE ADMINISTRATION OF
EXCEPTIONS SPECIFIED IN (1).
(3) A PERSON, CLUB, OR ORGANIZATION, OR
PLACE OF PUBLIC ENTERTAINMENT THAT VIOLATES THIS SECTION
SHALL BE FINED NOT MORE THAN $1,000.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1982.

AN ACT concerning
Legislative Staff Agencies
FOR the purpose of specifying the status of certain
positions and employees of the Department of Fiscal
Services and Department of Legislative Reference and
the manner of determining that status; providing that
certain of these employees shall be considered like
professional employees; defining a certain term;
permitting the presiding officers to promulgate
requiring the Legislative Policy Committee to adopt
certain guidelines which affect employees of the two
agencies; repealing provisions which provided for the
transition of the Commission to Revise the Annotated
Code; specifying the location of provisions of law
relating to certain employees of the two agencies;
renumbering certain provisions; repealing certain
provisions that define the status of certain employees;
specifying a certain subheading; providing for the
effect of this Act on present employees; providing
that the Directors of the Department of Legislative
Reference and the Department of Fiscal Services serve
at the pleasure of the President and the Speaker; in a
certain manner; providing for the review of certain
