[for] OF public safety[,] AND CORRECTIONAL SERVICES shall
assist the Secretary with respect to [and be primarily
concerned with] the operations of the [State Civil Defense
Agency, the Criminal Injuries Compensation Board, the State
Fire Prevention Commission and the office of the State Fire
Marshal, the Police Training Commission, the Maryland
Traffic Safety Commission and the Maryland State Police, and
shall be experienced in one or more of the areas encompassed
by such agencies. The other deputy secretary shall be the
deputy secretary for correctional services, shall assist the
Secretary with respect to and be primarily concerned with
the operations of the Division of Correction, the Patuxent
Institution, the Board of Patuxent Institution, the
Institutional Board of Review, the Board of Parole, the
Division of Parole and Probation, and the Sundry Claims
Board, and shall be experienced in one or more of the areas
encompassed by such agencies. Both deputy secretaries]
DEPARTMENT OF PUBLIC SAFETY AND CORRECTIONAL SERVICES, AND
shall have such additional duties as are provided by law or
delegated by the Secretary. [The Secretary, with the
approval of the Governor, shall from time to time by written
directive designate which of the] THE deputy [secretaries]
SECRETARY shall be the acting secretary of public safety and
correctional services during periods when the Secretary may
be absent from the State or otherwise unavailable[; and in
the event that both the Secretary and one of the deputy
secretaries are at the same time absent from the State or
otherwise unavailable, then the other deputy secretary shall
be the acting secretary of public safety and correctional
services during such period].

(b) There is hereby established in the Department of
Public Safety and Correctional Services, a Police Training
Commission whose membership shall consist of the following
persons:
(1) The President of the Maryland Chief of
Police Association; the President of the Maryland Sheriffs
Association; the president of the Maryland Law Enforcement
Officers, Inc.; the Attorney General of the State of
Maryland; the Superintendent of the Maryland State Police;
the commissioner, Baltimore City police department; the
president of the University of Maryland; the agent in charge
of the Baltimore office of the F.B.I.; the president of the
Eastern Shore Police Association; a representative of the
Maryland State lodge of Fraternal Order of Police; the
deputy secretary of public safety and correctional services
[for public safety]; and three police officials of the State
to be appointed by the Secretary of Public Safety and
Correctional Services, with the approval of the Governor,
and with the advice and consent of the Senate, to represent
the State geographically, the appointments to be made for a
three-year term provided that, for the first term, one
