AN ACT concerning
Unemployment Insurance - Child Support Obligations
FOR the purpose of providing that certain child support
obligations being enforced by a State or local child
support agency in accordance with the Federal Social
Security Act shall be deducted and withheld from
unemployment insurance benefits under certain
circumstances; requiring that the amount deducted and
withheld be paid to the appropriate child support
enforcement agency; requiring the child support
enforcement agency to pay certain administrative costs;
requiring each claimant to disclose certain
information; and making provisions of this Act
severable.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
read(s) as follows:
Article 95A - Unemployment Insurance Law
5A.
(A) FOR THE PURPOSES OF THIS SECTION:
(1) "CHILD SUPPORT OBLIGATIONS" MEANS
OBLIGATIONS WHICH ARE BEING ENFORCED PURSUANT TO A PLAN
DESCRIBED IN SECTION 454 OF THE FEDERAL SOCIAL SECURITY ACT
WHICH HAS BEEN APPROVED BY THE U.S. SECRETARY OF HEALTH AND
HUMAN SERVICES PURSUANT TO PART D OF TITLE IV OF THE FEDERAL
SOCIAL SECURITY ACT.
(2) "STATE OR LOCAL CHILD SUPPORT ENFORCEMENT
AGENCY" MEANS ANY AGENCY OF A STATE OR POLITICAL SUBDIVISION
THEREOF OPERATING PURSUANT TO A PLAN DESCRIBED IN SECTION
454 OF THE FEDERAL SOCIAL SECURITY ACT AND WHICH HAS BEEN
APPROVED BY THE U.S. SECRETARY OF HEALTH AND HUMAN SERVICES
PURSUANT TO PART D OF TITLE IV OF THE FEDERAL SOCIAL
SECURITY ACT.
(B) ANY INDIVIDUAL WHO FILES A NEW CLAIM FOR
UNEMPLOYMENT INSURANCE BENEFITS SHALL DISCLOSE WHETHER OR
NOT HE OWES CHILD SUPPORT OBLIGATIONS.
