other property used for the storage, transshipment, or
processing of agricultural or seafood products. The term
also means any sports stadium or sports arena that is
utilized by a professional team with a franchise for major
or minor league baseball, basketball, football, ice hockey,
or soccer. The term also means, but is not limited to, any
building structure, real or personal property, or facility
which may be financed by bonds the interest on which is
exempt from federal income taxation under the provisions of
any federal statute, whether now existing or hereafter
enacted, including (without limitation) the provisions of §§
103(a), 103(b)(4), 103(b)(5), and 103(b)(6) of the Internal
Revenue Code of 1954, as amended.

(g) (7) If construction of any waste disposal facility
subject to the provisions of Section (1) of this section is
proposed within 1 mile of the border of an adjoining county,
the government of the county in which construction is
proposed shall provide the government of the adjoining
county with a copy of the filings [required under Article
43, Section 394 of the Code,] and notice of public hearings
required under [Article 43, Section 394A of the Code] TITLE
9 OF THE HEALTH - ENVIRONMENTAL ARTICLE.

The Authority shall have perpetual existence and may:

(c) (1) Develop, establish, construct, erect, acquire,
own, repair, remodel, add to, extend, improve, equip,
operate, and maintain the market within the Greater
Baltimore Region, and pay the cost of the market, including
parking and other ancillary facilities appurtenant thereto,
solely from the proceeds of bonds of the Authority or
otherwise available or to become available under the
provisions of this subtitle, or from such proceeds and any
grant from the United States of America or the State or any
agency or instrumentality of either. The Authority shall
not be subject to the provisions of Article 78A of the
Annotated Code of Maryland (1957 Edition) as amended, and
shall have the right to construct the market without
obtaining the consent of any department, division,
commission, board, bureau or agency of the State or of any
political subdivision of the State, and without any other
proceedings or the happening of any other conditions or
things than those proceedings, conditions, or things which
are specifically required by this subtitle; except that the
consent of the Regional Planning Council shall be obtained
and except that the market shall be subject to all
applicable laws and regulations of the [State Health
Department] SECRETARY OF HEALTH AND MENTAL HYGIENE and shall
be subject to all zoning and subdivision regulations of the
political subdivision in which the market is located.
