Any person who violates the provisions of this
subheading is guilty of a misdemeanor and on conviction is
subject:

(1)  To a fine not exceeding $100 or imprisonment
not exceeding 90 days, or both; or

(2)  To a disposition of the case pursuant to
[Article 2C, § 307] § 8-510 OF THE HEALTH - GENERAL ARTICLE.

Article 15A - Budget and Fiscal Planning

37.

(a) As used in this subtitle:

(6) Population figures for total number of people
in a subdivision, i.e. figures used in per capita and
density determinations, shall be those estimated by the
State Department of Health AND MENTAL HYGIENE, as of July
1[, 1967 for the first year of this grant, and annually
thereafter for succeeding years] OF EACH YEAR. Percentage
of population residing in municipalities shall be determined
from time to time by the most recently published federal
decennial census data.

Article 23A - Corporations -- Municipal

2.

The legislative body of every incorporated municipality
in this State, except Baltimore City, by whatever name
known, shall have general power to pass such ordinances not
contrary to the public general or public local laws and the
Constitution of Maryland as they may deem necessary in order
to assure the good government of the municipality, to
protect and preserve the municipality's rights, property,
and privileges, to preserve peace and good order, to secure
persons and property from danger and destruction, and to
protect the health, comfort and convenience of the citizens
of the municipality; but nothing in this article shall be
construed to authorize the legislative body of any
incorporated municipality to pass any ordinance which is
inconsistent or in conflict with any ordinance, rule or
