so charged has fled, with an affidavit made before a proper
officer showing the person to be such a fugitive, it shall
be the duty of the executive authority of this State to
cause him to be apprehended and secured, if found in this
State, and to cause immediate notice of the apprehension to
be given to the executive authority making such demand, or
to the agent of such authority appointed to receive the
fugitive, and to cause the fugitive to be delivered to such
agent when he shall appear. If no such agent appears within
thirty days from the time of the apprehension, the fugitive
may be discharged. All costs and expenses incurred in the
apprehending, securing, maintaining and transmitting such
fugitive to the state making such demand, shall be paid by
such state. Any agent so appointed who receives the
fugitive into his custody shall be empowered to transmit him
to the state from which he has fled. The executive
authority of this State is hereby vested with the power on
application of any person interested, to demand the return
to this State of any fugitive within the purview of this
subtitle.
Article 56 - Licenses
[319.] 437.
(a) A person, firm, or corporation in this State may
not operate or hold itself out as operating a school,
training or instruction agency for barbers unless it has
registered with and holds a current barber school license
from the Board.
(b) An application to open and operate a barber school
shall be forwarded to the Board, together with an initial
application fee, and such other information as the Board may
require. The Board shall consider and investigate the
application, and shall issue the license if it finds that
the personnel, physical facilities, curriculum and
organization of the barber school are satisfactory for its
purpose.
(c) Issuance and renewal of the license are subject to
an annual license fee. All barber school licenses shall
expire on May 31 of each year. The Board may prorate the fee
for the first year of licensure.
(d) The Board may adopt, promulgate, and amend from
time to time such reasonable and necessary rules and
regulations for the conduct and operation of barber schools
as it may deem proper to assure effective management,
competent instruction, sanitary operation, and adequately
trained students and graduates. The rules and regulations
may restrict the number of students at any school when
deemed necessary to assure competent instruction and
adequate training. With the approval of the State Department
of Education, the rules and regulations may specify the
subjects in the schools' curriculum.
