have to be a taxpayer of the Sanitary District;
authorizing the WSSC to negotiate and make contracts
with Montgomery County for certain surface water and
flood control purposes; altering certain references to
the powers and duties of the Prince George's County
governing body relative to the WSSC Capital
Improvements Program to provide for certain powers and
duties of the Prince George's County Council relative
to the Program; providing that the WSSC may not extend
or approve the construction of certain sewers beyond
areas approved for service in a 10 year water and sewer
plan; providing that WSSC Commissioners from Prince
George's County are subject to certain provisions
concerning minutes, conflicts of interest, and
disclosure, prohibiting WSSC Commissioners from both
Montgomery and Prince George's counties from
influencing certain officials in a certain manner;
providing for the failure of the Secretary of Personnel
to act with regard to certain rules and regulations;
making WSSC Commissioners from Montgomery County
subject to certain procedures concerning ex parte
communications; altering and clarifying certain
penalties; providing that WSSC Commissioners from both
counties may not enter into certain contracts;
providing for the severability of this Act; making this
Act contingent on the passage of another Act; and
generally relating to the Washington Suburban Sanitary
Commission.
BY repealing and reenacting, with amendments,
Article 67 - Washington Suburban Sanitary District
Section l-102(e), 3-206(h), 7-105(d)(l) and (3) and
(e)(1), (2), and (3), 7-106(f), (a),
(c)(2)(iii), and (f)(1), 11-102(b)(2), 12-102,
12-103, 12-104, 12-105, 12-106, 12-202, 12-203,
and 18-104(c), (e), (f), and (g)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
(as enacted by Chapter ____ (H.B. ____) of the Acts of the
General Assembly of 1982) read(s) as follows:
Article 67 - Washington Suburban Sanitary District
1-102.
(e) Each appointee shall be a resident [and taxpayer]
of the sanitary district.
