SECTION 4. AND BE IT FURTHER ENACTED, That if PG/MC
1-1982 is enacted, §§ 12-201 through 12-203, inclusive, of
this Act are null and void without the necessity of further
action by the General Assembly, and the Commissioners and
employees of the WSSC are subject to the financial
disclosure provisions of Article 40A of the Code. If §§
12-201 through 12-203, inclusive, of this Act are null and
void, the sections may not be printed in the Annotated Code.

SECTION 5. AND BE IT FURTHER ENACTED, That the
Committee Notes and catchlines contained in this Act,
including those catchlines contained in the revision of
certain sections in Title 18 of this Act, are not law and
may not be considered to have been enacted as a part of this
Act.

SECTION 6. AND BE IT FURTHER ENACTED, That nothing in
this Act affects the term of office of a Commissioner of the
WSSC. A Commissioner of the WSSC on the effective date of
this Act shall remain a member for the balance of the term
to which appointed, unless the Commissioner sooner dies,
resigns, or is removed under provisions of law.

SECTION 7. AND BE IT FURTHER ENACTED, That except as
expressly provided to the contrary in this Act, any
transaction affected by or flowing from any change of
nomenclature or any statute there amended, repealed, or
transferred, and validly entered into before the effective
date and every right, duty, or interest flowing from the
statute remains valid after the effective date and may be
terminated, completed, consummated, or enforced as required
or permitted by any statute amended, repealed, or
transferred by this Act as though the repeal, amendment, or
transfer had not occurred. If the change in nomenclature
involves a change in name or designation of any State
agency, the successor agency shall be considered in all
respects as having the powers and obligations granted the
former agency.

SECTION 8. AND BE IT FURTHER ENACTED, That the
continuity of the WSSC is not affected by this Act. The
personnel, records, files, furniture, fixtures, and other
properties and all appropriations, credits, assets,
liabilities, and obligations of the WSSC are continued as
the personnel, records, files, furniture, fixtures,
properties, appropriations, credits, assets, liabilities,
and obligations of the WSSC under the laws enacted by this
Act.
