roads, county roads, or lands [within] IN any of the parks
and parkways under the jurisdiction of the Maryland-National
Capital Park and Planning Commission [shall be submitted] to
the:

(I)  [state roads commission,] STATE
HIGHWAY ADMINISTRATION;

(II)  [the county] COUNTY [commissioners
for] COUNCIL AND COUNTY EXECUTIVE OF Prince George's County;
and

(III)  [the] Maryland-National Capital Park
and Planning Commission[, respectively, for consideration].

[(b) Whenever an appropriation shall have been made by
the United States of America for the construction in whole
or in part of any project for flood control in the valley of
the Anacostia River in the vicinity of Bladensburg and
adjacent communities in Prince George's County, Maryland,
thereupon the county commissioners of Prince George's
County, the Washington Suburban Sanitary Commission, and the
Maryland-National Capital Park and Planning Commission are
authorized and directed to issue bonds as hereinafter
provided for financing the flood control and navigation
projects.

(1) The county commissioners of Prince George's
county are authorized and directed to issue bonds in an
amount not exceeding $1,500,000 in such denominations and
for such terms, not exceeding forty years, and at such
rates, not exceeding five percent, as it may determine, such
bonds to be the general obligation of Prince George's
County. For the purpose of paying the principal of the
bonds as they mature and the interest thereon, the
commissioners of Prince George's County shall levy annually
upon all of the property assessed for county tax purposes an
ad valorem tax at a rate necessary to produce annually the
sum required to pay the principal and interest for the
current year.]

COMMITTEE NOTE: As a charter county, Prince George's
County does not need this authority. Also, the
County has never exercised this power.

(B) THE WSSC MAY NOT APPROVE ANY PLAN OR ENTER INTO
ANY CONTRACT OR AGREEMENT THAT IS INCONSISTENT WITH:

(1)  THE PURPOSES OF THE CAPPER-CRAMTON ACT,
PUBLIC LAW NO. 284, 71ST CONGRESS; OR

(2)  ANY AGREEMENT BETWEEN THE NATIONAL CAPITAL
PLANNING COMMISSION AND THE MARYLAND-NATIONAL CAPITAL PARK
AND PLANNING COMMISSION RELATED TO THE PARK AND PARKWAY
SYSTEM, AUTHORIZED BY THE ACT.
