(II) [shall] SHALL be [of] a [character to
fairly] FAIR test [and determine] OF the relative ability of
the candidate [actually] to perform the duty of the
classification to which [he] THE CANDIDATE seeks to be
appointed.

(3)  All examinations shall be submitted FOR
APPROVAL to the [state commissioner of personnel] SECRETARY
OF PERSONNEL [for his approval] before being given.

(4)  Examinations shall be competitive, free, and
open to all persons who may be lawfully appointed to any
position within the class for which the examination is
held[;].

(5)  [provided, however, that the commission] THE
WSSC may [from time to time provide] ADOPT:

(I)  [for general] GENERAL rules exempting
from competitive examination positions to be filled by
[semi-skilled] SEMISKILLED or unskilled [manual]
laborers[,]; and

(II)  [may as it sees fit provide in] IN
lieu of the competitive examination, [such] A system [of
registration] for laborers [or otherwise as in its judgment]
THAT THE WSSC CONSIDERS will best provide for [such] THOSE
positions.

[11-4] 11-105. Same -- Veterans' preference.

AN [Honorably] HONORABLY discharged [veterans] VETERAN
of the military [and] OR naval services of the United States
who [were] WAS A bona fide [residents] RESIDENT of [the]
THIS State [of Maryland] when [entering] THE VETERAN ENTERED
the military [and] OR naval services of the United States
shall[, until January 1, 1950,] receive a credit of [five
per cent] 5 PERCENT in all examinations for appointment.

[11-5] 11-106. Same — Notice of examinations.

THE WSSC SHALL PUBLISH [Notice] SEPARATE NOTICES of the
time, place, and general scope of every examinational and
of the duties, pay, and experience advantageous or
[requisite] REQUIRED for all positions in the class for
which the examination is to be held [shall be given by the
commission by publication] at least once a week for at least
[two] 2 successive weeks preceding the examination in a
newspaper [or newspapers] of general circulation in [Prince
George's and Montgomery counties] EACH COUNTY.

[11-6. Same -- Present employees exempt.

All employees of the commission as of June 1, 1947,
shall be included in the classified service or merit system
established by this article, without examination.]
