(3) THE ISSUANCE OF A PERMIT BY MONTGOMERY
COUNTY UNDER THIS SECTION CONSTITUTES APPROVAL OF THE WSSC'S
PROPOSED CONSTRUCTION AS SPECIFIED IN THE PERMIT.
(4) IF CONSTRUCTION UNDER THIS SECTION IS AN
EMERGENCY, THE WSSC SHALL NOTIFY AND APPLY FOR A PERMIT FROM
MONTGOMERY COUNTY AS SOON AS PRACTICAL AFTER THE CUT.
(E) MONTGOMERY COUNTY MAY:
(1) MAKE ALL NECESSARY FINAL REPAIRS TO RESTORE
PROPERTY TO A CONDITION SATISFACTORY TO MONTGOMERY COUNTY;
AND
(2) CHARGE ALL COSTS INCIDENT TO THE FINAL
REPAIRS TO THE WSSC OR TO THE PUBLIC UTILITY THAT MADE THE
ENTRY ON THE PROPERTY.
10-103. Affect of §§ 10-101 and 10-102; enforcement.
[(b)] (A) [Nothing in subsection (a) shall derogate
from] SECTIONS 10-101 AND 10-102 OF THIS TITLE DO NOT LIMIT
the [commission's] WSSC'S authority [under this article, or
any other law,] to enter into contracts or agreements with
any federal, state, county, or municipal [authority, board,
agency, or commission,] UNIT OF GOVERNMENT or WITH the
District of Columbia[, with respect to or] concerning the
matters [listed] DESCRIBED in [subsection (a)] §§ 10-101 AND
10-102 OF THIS TITLE[, not inconsistent with such subsection
(a)], [when such] IF THE agreement or contract is necessary,
advisable, or expedient in connection with the construction,
maintenance, and operation of the [commission's water
supply, sanitary sewerage or drainage] WSSC'S WATER, SEWER,
AND DRAINAGE systems.
(B) [Nothing in subsection (a), nor elsewhere in this
section, shall] SECTIONS 10-101 AND 10-102 OF THIS TITLE DO
NOT impair the [existing] rights of the [state roads
commission] STATE HIGHWAY ADMINISTRATION [with respect to]
CONCERNING THE [utilization] USE by the [Washington Suburban
Sanitary Commission] WSSC or any utility of [the highways]
ANY HIGHWAY of the [state] STATE system [or those highways
being constructed as part of the state system], including
[such] ANY [roads being] ROAD THAT IS constructed [wholly]
IN WHOLE or in part with federal funds.
[(c) Upon application of the Washington Suburban
Sanitary Commission, or Montgomery County, Maryland,
verified by oath or affirmation of a member or employee
thereof, the circuit court of any county, sitting in equity,
may, by injunction, enforce the compliance with, or restrain
the violation of, any order or notice, or rule or
regulation, made pursuant to the provisions of this section,
or restrain the violation or attempted violation of any of
