FORCE MAINS, AND STORAGE AND OTHER MAJOR FACILITIES.
(3) "MAJOR PROJECTS" DOES NOT INCLUDE A WATER
MAIN THAT:
(I) PROVIDES ONLY LOCAL SERVICE;
(II) IS 16 INCHES OR MORE IN DIAMETER FOR
ONLY A SMALL SEGMENT OF A FUTURE MAIN; AND
(III) IS BUILD TO AVOID UNNECESSARY AND
UNECONOMICAL DUPLICATION WHEN A MAJOR PROJECT IS
CONSTRUCTED.
(C) "WSSC CAPITAL IMPROVEMENTS PROGRAM" MEANS A 6 YEAR
PROJECTED PROGRAM OF CAPITAL IMPROVEMENTS FOR WATER, SEWER,
AND STORM DRAINAGE FACILITIES.
7-102. Designation of County Executive and County Council.
(A) IN THIS TITLE, THE REQUIREMENTS AND
RESPONSIBILITIES OF THE COUNTY EXECUTIVES AND COUNTY
COUNCILS OR SUCCESSOR FORMS OF GOVERNMENTS SHALL BE
PERFORMED SEPARATELY OR JOINTLY BY THE BRANCHES OF THE
RESPECTIVE COUNTY GOVERNMENTS AS PROVIDED BY OTHER LAW OR
CHARTER.
(B) THE DESIGNATION OF A SPECIFIC BRANCH OF COUNTY
GOVERNMENT IS NOT INTENDED TO EXPAND, LIMIT, MODIFY, OR VARY
THE POWERS AND DUTIES OF THE COUNTY EXECUTIVES AND COUNTY
COUNCILS OF MONTGOMERY COUNTY OR PRINCE GEORGE'S COUNTY.

[7-1] 7-103. WSSC capital improvements program.
[(a) Prior to October 1st of each calendar year, the
commission shall prepare and submit to the governing body of
each county in the sanitary district and the county
executive of Montgomery County a six-year projected program
of capital improvements with respect to water, sanitary
sewerage, and storm drainage facilities, the same
hereinafter being referred to as the commission's capital
improvements program. The commission's capital improvements
program shall include, for each major water, sewer, and
storm drainage project, a statement of the objectives of the
several projects or individual programs and their
relationship to the long-range development plans of the
respective county governing bodies, as they shall have been
designated to the commission by the county governing body.
The commission's capital improvements program shall, for
each project, show a projected construction schedule, an
