(1)  [promptly thereafter give notice] PROMPTLY
PUBLISH SEPARATE NOTICES of the proposed modification[, such
notice to be given promptly] in at least [one] 1 newspaper
[printed and] published in EACH [Montgomery County] COUNTY
[and one newspaper printed and published in Prince George's
County]; and

(2)  [shall thereafter conduct] HOLD public
hearings on the necessity or advisability of [such] THE
proposed modification [of rates, charges, levies, or
assessments].

[6-9.] 6-110. Appeals to Public Service Commission.

[The public service commission of Maryland shall
determine, upon appeal, the reasonableness of all
assessments, tax levies or service charges, as in the case
of public service corporations, upon the written complaint
of anyone financially interested therein, or upon the
written complaint of the Montgomery or Prince George's
County Council under such regulations as such public service
commission may from time to time order and provide. All
appeals shall be taken with thirty days from the date of the
promulgation or levy of any such assessment, tax levy or
service charge by the sanitary commission.]

(A)  ON THE WRITTEN COMPLAINT OF AN INDIVIDUAL WHO HAS
A FINANCIAL INTEREST IN THE APPEAL, OR ON THE WRITTEN
COMPLAINT OF THE COUNTY COUNCIL OF MONTGOMERY COUNTY OR
PRINCE GEORGE'S COUNTY, AND UNDER THE RULES AND REGULATIONS
OF THE PUBLIC SERVICE COMMISSION, THE PUBLIC SERVICE
COMMISSION ON APPEAL SHALL DETERMINE THE REASONABLENESS OF
ANY ASSESSMENT, TAX LEVY, OR SERVICE CHARGE OF THE WSSC.

(B)  THE APPEAL MUST BE TAKEN WITHIN 30 DAYS OF THE
DATE ON WHICH THE WSSC MADE THE ASSESSMENT, TAX LEVY, OR
SERVICE CHARGE.

TITLE 7. WSSC CAPITAL IMPROVEMENTS PROGRAM.

7-101. Definitions.

(A)  IN THIS TITLE THE FOLLOWING WORDS HAVE THE
MEANINGS INDICATED.

(B) (1) "MAJOR PROJECTS" MEANS EXTENSIONS, PROJECTS,
OR PROGRAMS OF WATER, SEWER, AND STORM DRAINAGE FACILITIES.

(2) "MAJOR PROJECTS" INCLUDES:

(I)  SEWER MAINS AT LEAST 25 INCHES IN
DIAMETER;

(II)  WATER MAINS AT LEAST 16 INCHES IN
DIAMETER; AND
