(A) EXCEPT AS PROVIDED IN SUBSECTION (D) OF THIS
SECTION, THIS SECTION DOES NOT APPLY TO STREETS, ROADS,
ALLEYS, SIDEWALKS, OR PUBLIC PROPERTY IN THE JURISDICTION OF
MONTGOMERY COUNTY.

[(a)] (B) The [commission] WSSC may not grant water or
sewer service connections, [hook-ups] HOOKUPS, or
authorizations for service[,] or otherwise extend water and
sewer service to any new development within the Prince
George's County portion of the sanitary district unless the
development is in conformance with adopted and approved
plans, programs, and policies of [the county governing body]
PRINCE GEORGE'S COUNTY or other rules and regulations that
the [body] COUNTY may desire to include in [their] A duly
adopted and approved comprehensive water and sewerage
[plans] PLAN, [amendments] AMENDMENT, or [it revisions]
REVISION.

[(b)] (C) (1) The [Washington Suburban Sanitary
Commission] WSSC may[, in its discretion, at any time it
deems it expedient, discontinue the practice of constructing
water or sewer house connections under the provisions of
section 3-4, and may] authorize [such] THE CONSTRUCTION OF
SERVICE connections [to be made] by a master plumber, WHO IS
registered in the [Washington Suburban] Sanitary District,
under the supervision of the [commission;] WSSC.

(2)  [provided, all] ALL taps in installations of
the [commission] WSSC shall be [actually] made by the
[commission] WSSC at [such] A charge [as] THAT the
[commission] WSSC [may deem] CONSIDERS reasonable[; and
provided further, the commission].

(3)  THE WSSC may construct and make water
SERVICE connections of [two] 2 inches or larger and [make
the] charge [therefor, which charge shall be] FOR THESE
CONNECTIONS at THE actual cost to the [commission] WSSC.[,
and provided further, that if]

(4) (I) IF the [commission] WSSC, by resolution,
[authorized such] AUTHORIZES SERVICE connections to be made
by a master plumber, [the commission shall thereafter, upon
the application of any master plumber, authorize the master
plumber,] under proper regulations AND AFTER ISSUANCE [to be
adopted by the commission and by] OF a written permit[,] BY
THE WSSC, THE MASTER PLUMBER MAY enter [upon] ON and cut
into any street under the jurisdiction of any public
authority[, except streets, roads, alleys, sidewalks and
other public property under the jurisdiction of Montgomery
County,] to the same extent that the [commission] WSSC [can
now] MAY enter ON and cut into any such street.

(II) THE WSSC SHALL ADOPT REGULATIONS TO
IMPLEMENT THE PROVISIONS OF THIS SECTION.
