Washington Suburban Sanitary District (Sanitary
District) and the Washington Suburban Sanitary
Commission (WSSC), including definitions,. general
provisions, legal and financial affairs, quick take in
Prince George's County, water, sewers, and drainage,
flood control and drainage, sewer cleaning, bonds and
anticipation notes generally, front foot benefit
charges, rates and charges for water and sewer service
generally, the WSSC's Capital Improvements Program,
plumbing, waterworks, sewer construction, the general
powers and duties of the WSSC, highways and streets,
the merit system, ethics laws, the Bladensburg Marina,
flood control, water systems in Anne Arundel and Howard
counties, urban renewal projects, incinerators, penalty
provisions, and prohibited acts; reorganizing and
standardizing the structure of the laws relating to
these matters; conforming language in certain
provisions relating and pertaining to the WSSC;
revising, restating, and recodifying the laws relating
and pertaining to the WSSC and its powers and
procedures; relating to the employment, qualifications,
oaths, compensation, tenure, and removal of members of
the WSSC; relating to quorum requirements, meetings,
powers, duties, and other administrative positions for
the WSSC; with respect to these and related matters,
generally providing for definitions, exemptions,
special provisions, procedures, rights and remedies,
prohibitions, penalties, and for the supervisory and
regulatory authority of the WSSC; generally relating to
the powers and duties of the WSSC and to all matters
relating to the Sanitary District; repealing
inconsistent and obsolete laws relating to the WSSC and
the Sanitary District; providing for the continuity of
the WSSC and its members; amending certain
miscellaneous provisions relating to the
Maryland-National Capital Park and Planning Commission
and ethics laws as they apply to the WSSC; replacing
certain references to the term "governing body" with
the appropriate reference to "County Executive",
"County Council", or "County Executive and County
Council" of Montgomery County and Prince George's
County; providing for the effect of this Act on any
change in nomenclature; providing for the continuation
and renewal of certain licenses, registrations,
permits, and certifications that are in the provisions
of this Act; providing for the effect of this Act on
certain bonds; making a portion of this act contingent
upon the enactment of another Act; making this Act
contingent on the passage of another Act; and providing
for the effect, construction, and effective date of the
provisions of this Act.
