HARRY HUGHES, Governor                                  3809

(a)  The Authority, with the approval of the Secretary
[of Economic and Community Development], shall appoint an
executive director, who is the chief administrative officer
and secretary of the Authority.

(b)  The executive director serves at the pleasure of
the Authority, but may not be. removed without the
concurrence of the Secretary [of Economic and Community
Development].

(c)   In addition to any other duties set forth in this
subtitle, the executive director shall:

(1)  Direct and supervise the administrative
affairs and technical activities of the Authority in
accordance with its rules, regulations, and policies;

(2)  Attend all meetings of the Authority;

(3)  Keep minutes of all proceedings of the
Authority;

(4)  Approve all accounts for salaries,   per diem
payments, and allowable expenses of the Authority     and its
employees and consultants and approve all     expenses
incidental to the operation of the Authority; and

(5)  Perform any other duty that the Authority or
the Secretary requires for carrying out the provisions of
this subtitle.

13-209.

(a)   [Three] 4 members of the Authority are a quorum.
However, the Authority may not act on any matter unless at
least [three] 4 members in attendance concur.

(b)  The Authority shall determine the times and places
of its meetings.

(c)  Each member of the Authority is entitled to
reimbursement for expenses under the standard State travel
regulations, as provided in the State budget.

(d)  The Authority may employ a staff in accordance
with the State budget.

(e)   In its internal functions, the Authority shall
follow the procedures of this State that govern the purchase
of office space, supplies, facilities, materials, equipment,
and professional services.
