AN ACT concerning

State-Owned Motor Vehicles - Reassignment

FOR the purpose of providing that the Secretary of Budget
and Fiscal Planning may reassign, on an
interdepartmental basis, state-owned motor vehicles
under certain conditions; and authorizing alternate
criteria for assigning motor vehicles under certain
circumstances.

BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
read(s) as follows:

Article 15A - Budget and Fiscal Planning

23A.

(a)  Consistent with Article 21, the Secretary shall
approve and submit to the Board of Public Works for
concurrence, all purchases, leases, or rentals of motor
vehicles for use by State officials and employees in the
several departments, boards, bureaus, commissions, and other
agencies of the State government. The acquisition of motor
vehicles shall be based on the lowest possible initial cost
and cost of maintenance, as far as practicable and feasible.
The purchase of state-owned motor vehicles for all agencies
of the State government shall be reviewed and approved by
the Secretary prior to purchase.

(b)  (1) The Secretary shall promulgate and enforce
rules and regulations to assure an economical and efficient
use of motor vehicles by agencies of the State government.

(2) These rules and regulations shall apply to
all phases of the maintenance and use of state-owned motor
