AN ACT concerning

CHAPTER 682

(House Bill 1091)

Stormwater Management

FOR the purpose of requiring each county and municipality to
adopt ordinances necessary to implement a stormwater
management program; requiring the Department of Natural
Resources to adopt rules and regulations establishing
the certain criteria and procedures for stormwater
management; providing that a person may not develop
certain land unless a stormwater management plan is
submitted to the county or municipality; providing
certain exemptions; permitting each county or
municipality to adopt a fee system to cover the cost of
reviewing stormwater management plans; prohibiting a
State agency from undertaking certain activities unless
the agency has submitted and obtained approval of a
stormwater management plan from the Department- of
Natural Resources; requiring the Department to
periodically review the stormwater management programs
of counties and municipalities; providing for
penalties; and generally relating to stormwater
management plans.

STORMWATER RUNOFF IS NECESSARY TO REDUCE STREAM CHANNEL
