of the Acts of 1978 and by Section 6 of Chapter 722 of the
Acts of 1980, be and they are hereby further suspended for 2
years insofar as they impose a time limit for placing under
contract the following project in Section 1(2) of Chapter
914 of the Acts of 1976:

Section (1) (2) (M) (1) (k) Funds provided for the
State's share of restoration of the Orchard Street Methodist
Church located in Baltimore City (Baltimore City)....200,000

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect June 1, 1982.

AN ACT concerning

Mental Retardation - Definitions

FOR the purpose of amending the definition of "mental
retardation" to mean significantly subaverage
functioning and impairment in adaptive behavior which
originates during the developmental period; providing
an exception to the definition; and defining
"developmental period" as that period of physical and
mental development occurring before the attainment of
22 years of age.
