(3) ONE MEMBER OF THE COMMITTEE SHALL RESIDE IN,
AND BE ELECTED BY THE ELIGIBLE VOTERS OF THE PRINCE GEORGE'S
COUNTY PORTION OF EACH LEGISLATIVE DISTRICT THAT IS
PARTIALLY WITHIN PRINCE GEORGE'S COUNTY.
[(4) The remaining eight members may reside in
any location in Prince George's County.]
(4) IN ADDITION TO THE MEMBERS OF THE COMMITTEE
ELECTED FROM LEGISLATIVE DISTRICTS, 7 MEMBERS OF THE
COMMITTEE SHALL BE ELECTED BY ALL THE ELIGIBLE VOTERS IN THE
COUNTY. AT THE TIME OF ELECTION, EACH SUCH MEMBER SHALL
RESIDE IN A DIFFERENT ONE OF THE LEGISLATIVE DISTRICTS THAT
LIES WHOLLY WITHIN PRINCE GEORGE'S COUNTY.
[(5)] (4) A candidate for election to the
Democratic central committee shall declare at the time [he
files] OF FILING for candidacy which seat on the central
committee [he] THE CANDIDATE is seeking.
[(6)](5) If a member who was elected from a
specific legislative district ceases to reside in that
district, [he] THE MEMBER may not continue to serve on the
central committee.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect June 1, 1982.

AN ACT concerning
Creation of a State Debt -
The Johns Hopkins University Homewood Campus
FOR the purpose of authorizing the creation of a State Debt
in the amount of $750,000 $700,000, the proceeds to be
used for the renovation and equipping equipment of
laboratory and teaching space in Dunning and Remsen
Halls on The Johns Hopkins University Homewood Campus,
subject to the requirement that The Johns Hopkins
University provide at least an equal and matching fund
of a certain type for the, same purpose by a certain
date; and providing generally for the issue and sale of
bonds evidencing the loan.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:
