THIS FACILITY SHALL BE LOCATED AT THE MARYLAND
CORRECTIONAL INSTITUTION - HAGERSTOWN COMPLEX. THE
PROCEEDS OF THE SALE OF THE BONDS MAY BE USED TOGETHER
WITH ANY OTHER MONEYS WHICH ARE APPROPRIATED FOR THIS
PURPOSE FROM TIME TO TIME, provided that the perimeter
security at all State Correctional facilities in
Washington County shall be at least equivalent to
perimeter security of a State medium security
correctional institution; and that preference shall be
given to qualified residents living within Washington
County for employment at the complex.
