for, design, construct, and provide capital equipment
and communication and security systems for a District
Court/Multiservice Center in Upper Marlboro; amending
Chapter 724 of the Acts of 1981, the General
Construction Loan of 1981, to change the object of two
appropriations from "Design and preparation of plans
for a 500-bed State medium/maximum security prison..."
and "Preparation of plans and specifications and
construction of a 192-bed medium security housing unit"
to provide a portion of the funds to construct a new
720-bed medium security correctional institution at the
Maryland Correctional Institution - Hagerstown Complex,
and to reduce the appropriation for alterations to
Smith Hall at Towson State University and authorize use
of the funds resulting from the reduction for capital
equipment at Smith Hall; providing for perimeter
security at correctional facilities in Washington
County; amending Chapter 671 of the Acts of 1977, as
heretofore amended, to change the object of the
appropriation for "Construction of a. correctional
medium and/or maximum security facility to provide five
hundred (500) beds..." to provide portion of the
funds to construct a new 720-bed medium security
correctional institution at the Maryland Correctional
Institution - Hagerstown Complex and to construct a
comprehensive storm water management system at the
Maryland House of Correction Complex at Jessup, and to
alter provisions concerning the prison population at
the Maryland House of Correction and a proposed
replacement facility for the Maryland House of
Correction; and amending Chapter 174 of the Acts of
1978, as amended, the Correctional Medium and/or
Maximum Security Facilities Loan of 1978, to provide a
portion of the funds to construct a new 720-bed medium
security correctional institution at the Maryland
Correctional Institution - Hagerstown Complex.

BY repealing and reenacting, with amendments,

Chapter 289 of the Acts of the General Assembly of
1974, as amended by Chapters 632, 838, and 886 of
the Acts of the General Assembly of 1975,
Chapters 773, 872, 876, and 914 of the Acts of
the General Assembly of 1976, Chapters 331, 571,
671, and 850 of the Acts of the General Assembly
of 1977, Chapters 357 and 795 of the Acts of the
General Assembly of 1978, and Chapters 255 and
395 of the Acts of the General Assembly of 1979
