the quality and effectiveness of the evaluation performed
under this Act, the implementation of the recommendations
made by the Department of Fiscal Services and the
legislative committees, and the impact of the Act on the
General Assembly.
SECTION 4 6. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1982.

AN ACT concerning
Creation of a State Debt - The General Construction Loan
of 1982, the General Construction Loans of 1974, 1975,
1976, 1977, 1979, 1980, and 1981 and the Correctional
Medium and/or Maximum Security Facilities Loan of 1978
FOR the purpose of authorizing the creation of a State Debt
in the amount of One Hundred Five Million Six Hundred
Five Thousand Dollars ($105,605,000) Ninety-Seven
Million Three Hundred Sixty Two Thousand Dollars
($97,362,000) Ninety-Seven Million, Three Hundred
Seventy-Seven Thousand Dollars ($97,377,000) Ninety-Six
Million, Four Hundred Forty Eight Thousand Dollars
($96,448,000) Ninety-Eight Million, Six Hundred
Thirty-Three Thousand Dollars ($98,633,000), the
proceeds to be used for certain necessary building,
construction, demolition, planning, renovation,
conversion, replacement, and equipment purposes of this
State and for acquiring certain real estate and options
in connection therewith; providing generally, for the
issue and sale of bonds evidencing the loan; amending
Chapter 289 of the Acts of 1974, the General
Construction Loan of 1974, to change the object of
appropriation of certain unexpended proceeds from
"Acquisition of sites, design, and construction, and/or
purchase of three (3) facilities to be utilized as
District Court Buildings in Baltimore County..." to
construct Baltimore City District Court No. 1, to be
located on Wabash Avenue; amending Chapter 886 of the
Acts of 1975, the General Construction Loan of 1975, to
change the object of appropriation of certain
unexpended proceeds from "... site acquisition, design
and preparation of detailed plans and specifications
for the construction of multiservice center in
Centreville" to construct Baltimore City District Court
