and to notify all the parties interested of the time and
place where it shall be heard, before the claims shall be
acted upon or passed and approved, and if at the hearing it
shall, in the judgment of the board, be made to appear that
any claim or claims objected to, or any part thereof is not
correct or just and bona fide, it shall be the duty of the
board to reject and refuse to pay it or any part thereof,
found to be incorrect.]
[ARTICLE IV. SALARY REVIEW BOARD.]

A Salary Review Board for Cecil County is hereby
created. The board shall be composed of three members,
appointed by the County Commissioners of Cecil County. The
members of the board shall be appointed for a term of three
years, except initially one shall be appointed for a term of
one (1) year, one for a term of two (2) years, and the third
for a term of three (3) years. Elected or appointed
officials or employees of the state or any political
subdivision shall not be eligible for membership on the
board. A chairman shall be elected by the board members.
The board shall review the salaries of all elected and
appointed officials of Cecil County and any political
subdivisions within the county. This review shall be
performed annually, and upon the creation of new positions
or significant changes in duties of a position, and shall
include the duties to be performed, amount of skill and
educational background required, amount of time required to
fulfill the duties of the office, and any other factors
appropriate to a determination of the proper salary for each
position. In its review the board shall not consider the
individual persons__holding or who might hold any position
subject to this review. The board shall report its findings
and recommendations to the members of the General Assembly
of Maryland representing Cecil County, and the County
Commissioners of Cecil County. Any expenses of the board
shall be provided for by the county commissioners.]
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1982.
