SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland

(as enacted by Chapter ___ (H.B. 200) of the Acts of the

General Assembly of 1982) read(s) as follows:

Article - Health - General

2-103.

(c) (1) The Secretary shall appoint an Assistant
Secretary for Mental Health [and] , MENTAL RETARDATION,
Addictions, AND DEVELOPMENTAL DISABILITIES.

(5) Notwithstanding any other law, rule, or
regulation:

(i) This Assistant Secretary is
responsible to the Secretary for all of the functions,
administration, and operation of the Mental Hygiene, MENTAL
RETARDATION AND DEVELOPMENTAL DISABILITIES, Drug Abuse, and
Alcoholism Control Administrations provided by law or by
rules or regulations of the Department; and

(ii) All educational and training
functions of the Drug Abuse and Alcoholism Control
Administrations shall be administered in the office of this
Assistant Secretary by a Director of Education and Training.
