SECTION 2. AND BE IT FURTHER ENACTED, That the
provisions of § 1 of this Act that relate to § 8-302 of the
Natural Resources Article concerning the Bistate Agreement
on the Chesapeake Bay are not effective until the same or
similar provisions are enacted into law by the Virginia
General Assembly and the Governor of Virginia.

SECTION 3. AND BE IT FURTHER ENACTED, That membership
in the Employees' Retirement System of the State of Maryland
remains limited to persons who joined the system prior to
January 1, 1980.

SECTION 3 4. AND BE IT FURTHER ENACTED, That this Act
is hereby declared to be an emergency measure and necessary
for the immediate preservation of the public health and
safety and having been passed by a yea and nay vote
supported by three-fifths of all the members elected to each
of the two Houses of the General Assembly, the same shall
take effect from the date of its passage.
