SECTION 2. AND BE IT FURTHER ENACTED, That this Act is
hereby declared to be an emergency measure and necessary for
the immediate preservation of the public health and safety
and having been passe by a yea and nay vote supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1982.

CHAPTER 371

(Senate Bill 819)

AN ACT concerning

Health - General Article - Corrective

FOR the purpose of correcting the revision of certain
Health - General Article provisions that relate to
rights of residents of certain related institutions,
including provisions for posting and other notice of
those rights, for training of staff as to those rights,
for associating with other persons, and for receiving
an accounting of certain moneys; clarifying certain
definitions of the term "mental disorder"; correcting a
limitation on payment of certain costs of transporting
an emergency evaluee for admission to a mental health
facility; and clarifying language in several provisions
relating to access to writing instruments, stationery,
and postage; correcting a cross-reference in provisions
describing certain petitions for commitment as a drug
addict; and correcting language in certain ancillary
provisions of Article 27 of the Code that relate to the
effect of one of those provisions on powers of the

Juvenile Services Administration under the

Health-General Article and to aiding escape of
individuals from certain confinement.

BY repealing and reenacting, with amendments,
