(1)  The office of a physician who is treating
patients within the scope of the physician's practice;

(2)  A hospital that is:

(i) Licensed under Title 12 19, subtitle 3
of this Article; and

(ii) Accredited by the Joint Commission on
Accreditation of Hospitals;

(3)  Alcoholics anonymous or other similar
organizations, if the organization merely holds meetings to
help individuals who show the effects of alcohol abuse or
alcoholism;

(4)  An employees' assistance program of a
business entity; or

(5)  The American Council on Alcoholism, Inc.

(c) The Department shall adopt rules and regulations
that set standards for certification of alcohol abuse
facilities.

[(d) This section is effective only on and after July
1, 1983.]

SECTION 3. AND BE IT FURTHER ENACTED, That Section 1
of this Act is hereby declared to be an emergency measure
and necessary for the immediate preservation of the public
health and safety and having been passed by a yea and nay
vote supported by three-fifths of all the members elected to
each of the two Houses of the General Assembly, the same
shall take effect from the date of its passage.

SECTION 4. AND BE IT FURTHER ENACTED, That Section 2
of this Act shall take effect July 1, 1982.
