(2)  Ail candidates and nominees shall file
information relating to their campaign expenditures in
accordance with the provisions of this article.

(3)   If the campaign expenditures of any
candidate or nominee exceeds the sum permitted under
paragraph (1) of this subsection, that candidate or nominee
shall forfeit any office on the board to which he was
elected.

(c) The board of supervisors of elections of Kent
County shall provide for the election of members of the
Board of Education. Provisions shall be made for use of
voting machines, or for the use of paper ballots under the
conditions prescribed in this subsection. The names of all
candidates who have been duly nominated under the provisions
of subsection (a) of this section for election to the
several Board of Education offices shall, except in the case
of death, be placed on the ballot. The board of supervisors
of elections shall provide the means for all registered
voters of Kent County, irrespective of party affiliation to
vote for the nominees for the board in the primary election
or for the candidates for the board in the general election.
The candidates, equal to the number of members to be elected
to the board, who receive the largest number of votes at the
general election are elected to the respective Board of
Education offices. All voting for the board members, either
in a primary election or in a general election, shall be
conducted on a nonpartisan basis and on a general countywide
ticket. No designation of party affiliation may be placed
upon any petition for nomination, nor upon any voting
machine or paper ballot used at any primary or general
election.]

(a) (1) Except as provided in this section,
nominations for membership on the Montgomery County Board of
Education shall be made by petition endorsed by a minimum of
500 voters of the county. Each petition shall be filed with
the Montgomery County board of election supervisors no later
than the deadline specified in § 4A-3 of this article, and
accompanied by a $25 filing fee. Each petition shall
conform generally to the provisions of this article, unless
otherwise specified by this section. Any person may
withdraw as a candidate for nomination by notifying in
writing the board of supervisors of elections of his
intention to withdraw. The withdrawal letter shall be
acknowledged by a notary public and shall be honored by the
board of supervisors of elections only if filed on or before
the date and time established by this article for the
withdrawal of candidates generally. Upon receipt by the
board of supervisors of elections, the petition of candidacy
is void and the name of the candidate who has withdrawn may
not be placed on the primary ballot.
