BY repealing and reenacting, with amendments,

Article 101 - Workmen's Compensation

Section 74

Annotated Code of Maryland

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
read(s) as follows:

Article 41 - Governor - Executive and Administrative

Departments

[266KK.

(a)  "Urban Enterprise Zone" means an area that has
been officially designated an urban enterprise zone by the
federal government.

(b)  Any business that locates in an urban enterprise
zone may be eligible, as determined by the local governments
with the approval of the Governor, to receive reductions in
workmen's compensation premiums, under Section 74 of Article
101, exemption from income tax under Section 288(d)(10) of
Article 81, and reductions in unemployment insurance fund
contributions under Section 8(b)(2) of Article 95A of the
Code, provided it meets the eligibility standards for
employment of residents of the urban enterprise zone or the
subdivision established by the federal government.]

266KK-1. DEFINITIONS.

FOR PURPOSES OF §§ 266KK-1 THROUGH 266KK-5 THE
FOLLOWING WORDS HAVE THE MEANINGS INDICATED:

(A)  "AREA" MEANS A GEOGRAPHIC AREA WITHIN A SINGLE
SUBDIVISION THE STATE ONE OR MORE POLITICAL SUBDIVISIONS
WITHIN THE STATE DESCRIBED BY A CLOSED PERIMETER BOUNDARY;

(B)  "BUSINESS ENTITY" MEANS A PERSON OPERATING OR
CONDUCTING A TRADE OR BUSINESS;

(C)  "COUNTY" MEANS A COUNTY OF THIS STATE AND INCLUDES
THE MAYOR AND CITY COUNCIL OF BALTIMORE;

(D)  "DEPARTMENT" MEANS THE DEPARTMENT OF ECONOMIC AND
COMMUNITY DEVELOPMENT;

(E)  "ENTERPRISE ZONE" MEANS AN AREA:

(1) MEETING THE REQUIREMENTS OF § 266KK-3 AND SO
DESIGNATED BY THE SECRETARY PURSUANT TO § 266KK-2; OR
