(2) In order to provide for a balanced
transportation system and for the coordination of transit
planning and general planning, be prepared in consultation
with the Regional Planning Council.
(b) The Administration shall cooperate with the
planning agencies of the Department of State Planning and
any other State or federal agency concerned with transit
plans.
(c) To provide a framework for regional participation
in the planning process, the Administration may create
technical committees concerned with planning and the
collection and analyses of information to aid in the
transportation planning process. On request of the
Administration, the Department of State Planning may make
appointments to these committees.
[(d) The Administration may create any advisory
committees that it considers necessary.]

Before any final plans for the development or extension
of the rapid transit system in the District are submitted to
the United States Department of Transportation for approval
or funding, the Secretary shall comply with the requirements
of Article 40, § 107 of the Code, providing for submission
of these plans to the Joint Legislative Committee on
Metropolitan Mass Transit.]
SECTION 3. AND BE IT FURTHER ENACTED, That as of
January 1, 1983, the Joint Legislative Committee on
Metropolitan Mass Transit described in Section 1 of this Act
is abolished.
SECTION 4. AND BE IT FURTHER ENACTED, That the repeal
of § 7-307 of the Transportation Article, as provided in
this Act, shall take effect January 1, 1983.
SECTION 4 5. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1982.
