(A)  ISSUANCE.

THE DEPARTMENT SHALL ISSUE A LICENSE TO EACH APPLICANT
WHO MEETS THE REQUIREMENTS OF THIS SUBTITLE.

(B)  NUMBERING.

THE DEPARTMENT SHALL NUMBER EACH LICENSE THAT THE
SECRETARY ISSUES.

REVISOR'S NOTE: Subsection (a) of this section is
standard language added to state expressly a
provision that formerly only was implied in the
law: i.e., that the Secretary shall issue a
license to a qualified applicant.

Subsection (b) of this section formerly appeared
as the first clause of Article 43, § 67A(j).

The only other changes are in style.

11-409. RULES AND REGULATIONS.

THE DEPARTMENT SHALL ADOPT RULES AND REGULATIONS THAT
PROVIDE FOR:

(1)  APPLICATION FOR AND ISSUANCE, RENEWAL, AND
TRANSFER OF LICENSES; AND

(2)  CHANGE OF NAME, OWNERSHIP, ADDRESS, OR TYPE
OF BUSINESS.

REVISOR'S NOTE: This section is new language derived
without substantive change from former Article
43, § 67A(j), except the first clause of that
subsection.

In item (1) of this section, the reference to
"renewal" is new language added to conform to
practice.

The phrase "type of business" is substituted for
the phrase "license classification", to conform
to the practice of the Department of issuing only
one license. See the revisor's note to § 11-405
of this subtitle.

The first clause of former Article 43, § 67A(j),
which referred to the Department numbering
licenses, now appears in § ll-408(b) of this
subtitle.
