THE POWERS GRANTED TO COUNTY COMMISSIONERS BY THIS
SUBTITLE MAY BE EXERCISED NOTWITHSTANDING ANY PUBLIC GENERAL
LAW OR PUBLIC LOCAL LAW TO THE CONTRARY THAT IS IN EXISTENCE
AT THE TIME THE COUNTY COMMISSIONERS EXERCISE THE POWER
GRANTED BY THIS SUBTITLE.
