PREMISES TO STOP SUPPLYING WATER TO OR SELLING WATER FOR USE
ON THE PREMISES WITHIN 5 DAYS AFTER RECEIPT OF NOTICE OF THE
DELINQUENCY FROM THE AUTHORITY; AND THAT, IF THAT POLITICAL
SUBDIVISION, DISTRICT, PRIVATE CORPORATION, BOARD, BODY, OR
PERSON DOES NOT STOP SUPPLYING WATER TO OR SELLING WATER FOR
USE ON THE PREMISES BY THE END OF THE 5-DAY PERIOD, THE
AUTHORITY MAY SHUT OFF THE SUPPLY OF WATER TO THE PREMISES.

(B)  LIENS FOR FEES, RENTS OR OTHER CHARGES -- IN
GENERAL.

THERE SHALL BE A LIEN UPON REAL ESTATE FOR THE AMOUNT
OF ANY FEES, RENTS, OR OTHER CHARGES, INCLUDING TAPPING
FEES, BY AN AUTHORITY TO THE OWNER, LESSEE, OR OCCUPANT OF
THE REAL ESTATE FOR THE USE AND SERVICES OF ANY PROJECT OF
THE AUTHORITY BY OR IN CONNECTION WITH THE REAL ESTATE FROM
AND AFTER THE TIME WHEN THE FEES, RENTS, OR CHARGES ARE DUE
AND PAYABLE, AND FOR THE INTEREST THAT MAY ACCRUE ON THOSE
FEES, RENTS, OR CHARGES. THE LIEN SHALL BE SUPERIOR TO THE
INTEREST OF ANY OWNER, LESSEE, OR OCCUPANT OF THE REAL
ESTATE.

(C)  SAME -- UPON WHOM BINDING.

THE LIEN DOES NOT BIND OR AFFECT A SUBSEQUENT BONA FIDE
PURCHASER OF THE REAL ESTATE FOR VALUABLE CONSIDERATION
WITHOUT ACTUAL NOTICE OF THE LIEN, UNTIL AND EXCEPT FROM THE
TIME THAT THE AMOUNT OF THE FEES, RENTS, OR CHARGES IS
ENTERED IN A REGISTER OR REGISTERS FURNISHED FOR THE PURPOSE
BY AND AT THE EXPENSE OF THE AUTHORITY AND KEPT IN THE
OFFICE WHERE DEEDS MAY BE RECORDED IN THE MUNICIPALITY IN
WHICH THE REAL ESTATE OR A PART OF THE REAL ESTATE IS
LOCATED. THE CLERK IN WHOSE OFFICE DEEDS ARE RECORDED SHALL
KEEP, PRESERVE, AND HOLD AVAILABLE FOR PUBLIC INSPECTION ANY
REGISTER DELIVERED TO HIM BY THE AUTHORITY UNDER THIS
SECTION AND SHALL CAUSE ENTRIES TO BE MADE AND INDEXED IN
THE REGISTER FROM TIME TO TIME ON CERTIFICATION BY THE
AUTHORITY, FOR WHICH HE SHALL BE ENTITLED TO A FEE OF 5
CENTS PER ENTRY TO BE PAID BY THE AUTHORITY AND ADDED TO THE
AMOUNT OF THE LIEN.

(D)  SAME -- DISCHARGE.

THE LIEN MAY BE DISCHARGED BY PAYING TO THE AUTHORITY
THE TOTAL AMOUNT OF THE LIEN AND THE INTEREST ACCRUED TO THE
DATE OF THE PAYMENT. IT SHALL BE THE DUTY OF THE AUTHORITY
TO DELIVER A CERTIFICATE OF PAYMENT TO THE PERSON WHO MAKES
THE PAYMENT, AND, ON PRESENTATION OF THE CERTIFICATE, THE
CLERK HAVING THE RECORD OF THE LIEN SHALL MARK THE ENTRY OF
THE LIEN SATISFIED WITHOUT FURTHER FEE.
