In subsection (a) of this section, "under the
jurisdiction of the district" is substituted for
"such sanitary district", for clarity. The use
of the broader term "district" gives effect to
the apparent legislative intent that the right of
inspections extends to the entire area under the
district's cognizance.

9-607. STATUS AND POWERS OF DISTRICTS.

(A) STATUS OF DISTRICT.

EACH DISTRICT IS A PUBLIC CORPORATE BODY THAT EXERCISES
PUBLIC AND ESSENTIAL GOVERNMENT FUNCTIONS, FOR THE PUBLIC
HEALTH AND WELFARE.

(B) POWERS AS TO PROJECTS.

AS TO ANY PROJECT, EACH DISTRICT MAY DO ANY OF THE
FOLLOWING:

(1) ACQUIRE THE PROJECT.

(2) CONSTRUCT THE PROJECT.

(3) HOLD THE PROJECT.

(4) IMPROVE THE PROJECT.

(5) LEASE THE PROJECT AS A LESSEE OR LESSOR.

(6) MAINTAIN THE PROJECT.

(7) OPERATE THE PROJECT.

(8) OWN THE PROJECT.

(9) RECONSTRUCT THE PROJECT.

(10) REPAIR THE PROJECT.

REVISOR'S NOTE: This section is new language derived
without substantive change from former Article
43, § 650(a) and the first clause of § 645(a).

In the introductory language to subsection (b) of
this section, the former reference to location of
a project "within or partly within and partly
without one or more" member counties is deleted.
Since the former references to possible sites of
projects was exhaustive, explicit reference to
sites inside or outside member counties is
unnecessary.
