4-203. GENERAL RESPONSIBILITY.

(A)  DUTY OF SECRETARY.

THE SECRETARY IS CHARGED WITH ADMINISTERING EFFICIENTLY
AND UNIFORMLY THIS SUBTITLE THROUGHOUT THIS STATE.

(B)  METHODS; FORMS.

(1)  THE SECRETARY SHALL ESTABLISH APPROPRIATE
METHODS AND THE NECESSARY FORMS FOR ACCURATE REGISTRATION OF
VITAL RECORDS.

(2)  THE FORMS SHALL PROVIDE FOR THE INFORMATION
THAT THE SECRETARY NEEDS FOR PROPER REGISTRATION AND USE OF
THESE VITAL RECORDS.

REVISOR'S NOTE: This section is new language derived
without substantive change from former Article
43, § 16(a), the first and second clauses of the
second sentence of § 14(b)(1), and the first
sentence of § 28(h).

Subsection (b)(2) of this section, which is
derived from the provisions in former Article 43,
§ 16(a) as to the contents of birth, death, and
fetal death certificates, is revised to apply to
all "vital records" for which the Secretary
designs the forms.

The third clause of the second sentence of former
Article 43, § 14(b)(1), which required the
Secretary to provide forms, is deleted as overly
broad since, e.g., the State Comptroller provides
the marriage record forms and as unnecessary in
light of the references throughout this subtitle
to filing other vital records "on the form that
the Secretary provides".

4-204. BIRTH, DEATH, AND FETAL DEATH CERTIFICATES.

(A) COLLECTION; PRESERVATION; INDEXING.

THE SECRETARY SHALL COLLECT, INDEX, AND SAFEGUARD FROM
FIRE, LOSS, OR DAMAGE EACH CERTIFICATE OF BIRTH, DEATH, AND
FETAL DEATH.
